A bill for an act
relating to education finance; requiring a length of time to elapse before a new
education mandate takes effect; proposing coding for new law in Minnesota
Statutes, chapter 127A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin An enactment significantly affecting the duties of
school districts and charter schools where a local impact note has been requested from the
Legislative Budget Office under section 3.987 is not effective until that local impact note
has been completed and posted to the Legislative Budget Office's website.

new text begin Education funding program implementation. new text end

new text begin Notwithstanding section 645.02,
any substantive change to a kindergarten through grade 12 education funding program that
impacts the majority of school districts and charter schools enacted after March 1 of any
calendar year is effective July 1 of the following calendar year.

new text begin This section is effective July 1, 2027.
