A bill for an act
relating to capital investment; appropriating money for wastewater and stormwater
infrastructure improvements in the city of Buhl; authorizing the sale and issuance
of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $3,100,000 is appropriated from the bond proceeds fund
to the commissioner of employment and economic development for a grant to the city of
Buhl to design, engineer, construct, reconstruct, furnish, and equip improvements to the
city's wastewater and stormwater collection, distribution, and management systems. This
project includes, but is not limited to: construction and installation of approximately 2,600
lineal feet of sanitary wastewater collection and transport infrastructure; construction and
installation of approximately 1,200 lineal feet of stormwater collection and transport
infrastructure; installation of 12 macerating or shredding wastewater ejection pumps to
serve commercial development properties; installation of 18 residential municipal wastewater
services to serve new residential development; construction or improvement of approximately
2,200 lineal feet of paved surfaces to enhance stormwater collection and management; and
installation of approximately 3,900 lineal feet of curb and gutter and related stormwater
management improvements. This appropriation may be used for preliminary engineering,
final design, construction, construction engineering, site work, utility installation, roadway
improvements directly associated with utility infrastructure, equipment, and related
infrastructure necessary to support residential, commercial, and industrial development.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $3,100,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
