new text begin (a) new text end A granting agency shall
diligently administer and monitor any grant it has entered into. A granting agency must
report to the commissioner at any time at the commissioner's request on the status of any
grant to which the agency is a party.

new text begin (b) A granting agency must conduct at least one unannounced, on site, and in-person
monitoring visit for each grant over $10,000. For each grant for which money is disbursed
over the course of more than 12 months, a granting agency must conduct at least one
unannounced, on site, and in-person monitoring visit per 12-month period for any grant
over $10,000. The commissioner may approve exceptions to this requirement for a grant
program if the granting agency sufficiently justifies why unannounced, on site, and in-person
monitoring visits are not suitable for the grant program. The commissioner may not approve
exceptions for individual grants.
