relating to free speech; proposing an amendment to the Minnesota Constitution,
article I, section 3; excluding artificial intelligence from the right to free speech.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, article I, section 3, will read:

Sec. 3.

The liberty of the press shall forever remain inviolate, and all persons may freely
speak, write and publish their sentiments on all subjects, being responsible for the abuse of
such right.new text begin The right to freely speak, write, and publish sentiments on all subjects provided
in this section does not apply to artificial intelligence.

Sec. 2. new text begin SUBMISSION TO VOTERS.

new text begin The proposed amendment must be submitted to the people at the 2026 general election.
