A bill for an act
relating to pipelines; prohibiting the issuance of a route permit for certain carbon
dioxide pipelines; amending Minnesota Statutes 2024, section 216G.025,
subdivisions 1, 2.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2024, section 216G.025, subdivision 1, is amended to read:
Subdivision 1.
Definitions.
(a) For the purposes of this section, the following terms have
the meanings given.
(b) "Carbon dioxide pipeline" means a pipeline located in Minnesota that transports
carbon dioxide in a liquid, gaseous, or supercritical state.
(c) "Commission" means the Public Utilities Commission.

(d) "Public waters" has the meaning given in section 103G.005, subdivision 15.

Sec. 2.
Minnesota Statutes 2024, section 216G.025, subdivision 2, is amended to read:
Subd. 2.
Routing permit requirednew text begin ; prohibitionsnew text end .
(a) A person is prohibited from
constructing or operating a carbon dioxide pipeline without a route permit issued by the
commission under this chapter.
(b) A person seeking to construct or operate a carbon dioxide pipeline is prohibited from
applying to the commission for a conditional exclusion or partial exemption from pipeline
route selection procedures under Minnesota Rules, chapter 7852.

(c) The commission is prohibited from issuing a permit to construct a carbon dioxide
pipeline that:

(1) exceeds 1,000 feet in length in Minnesota; or

(2) travels over, under, or through public waters.
