A bill for an act
relating to human services; authorizing a supplemental rate for a housing support
provider in Washington County; amending Minnesota Statutes 2024, section
256I.05, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2024, section 256I.05, is amended by adding a subdivision
to read:

new text begin Supplemental rate; Washington County. new text end

new text begin (a) Notwithstanding the provisions
of subdivisions 1a and 1c, upon the effective date of this subdivision, a county agency must
negotiate a supplemental rate for up to 29 beds in addition to the rate specified in subdivision
1, not to exceed $1,028 per month, including any legislatively authorized inflationary
adjustments, for housing support providers located in Washington County that operate
facilities providing room and board and supplementary services to adults who:

new text begin (1)(i) have a primary diagnosis of mental illness, substance use disorder, or co-occurring
mental illness and substance use disorder; or

new text begin (ii) are experiencing housing instability; and

new text begin (2) demonstrate related functional or behavioral health support needs.

new text begin (b) The provider must deliver 24-hour-a-day supervision and other support services.
The supplemental rate negotiated under this subdivision must be effective retroactively
from April 1, 2026.
