A bill for an act
relating to economic development; authorizing a housing redevelopment authority
to partner with state colleges and universities on housing projects and extending
construction warranties to the projects; amending Minnesota Statutes 2024, section
469.012, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2024, section 469.012, is amended by adding a subdivision
to read:

new text begin Construction warranties; state college partnerships. new text end

new text begin An authority may
partner with a state college or university, or a program thereof, to construct, develop,
rehabilitate, or otherwise improve real property. In the partnership, the authority may offer
the warranties contained in chapter 327A, provide less extensive warranties, or disclaim
warranties entirely. This subdivision applies solely to construction, rehabilitation, or
improvement projects in which a state college or university, or a program thereof, actively
participates in the construction or development process. Nothing in this subdivision shall
be construed to expand or limit liability beyond what is expressly stated or to affect warranty
obligations under federal or other provisions of state law.
