A bill for an act
relating to motor vehicles; modifying certain authority to operate collector's
vehicles; making technical changes; amending Minnesota Statutes 2024, sections
168.10, subdivisions 1a, 1b, 1d, 1h, by adding a subdivision; 168.105, subdivisions
1, 2; Minnesota Statutes 2025 Supplement, section 168.10, subdivision 1c.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2024, section 168.10, subdivision 1a, is amended to read:
Subd. 1a.
Collector's vehicle, pioneer plate.
(a) Any motor vehicle that: (1) was
manufactured prior to 1936 or is a restored pioneer vehicle, as defined in section 168A.01,
subdivision 16d; and (2) is owned and operated solely as a collector's item, deleted text begin shall be listed
for taxation and registrationdeleted text end new text begin must be registerednew text end as provided by paragraph (b).
(b)new text begin The vehicle owner must executenew text end an affidavit deleted text begin shall be executeddeleted text end stating the name and

Sec. 2.
Minnesota Statutes 2024, section 168.10, subdivision 1b, is amended to read:

Collector's vehicle, classic car plate.
(a) Any motor vehicle manufactured

of its fine design, high engineering standards, and superior workmanship, and owned and
operated solely as a collector's item deleted text begin shall be listed for taxation and registration as follows:deleted text end new text begin ,

Minnesota Statutes 2025 Supplement, section 168.10, subdivision 1c, is amended
to read:
Subd. 1c.
Collector's vehicle, collector plate.

owner of any self-propelled motor vehicle, including any truck, new text begin must register a vehicle that:

(1) deleted text begin thatdeleted text end is (i) at least 20 model years old, or (ii) at least ten model years old and with a
body or engine style of which not more than 500 were manufactured in or imported into
the United States in any model yeardeleted text begin ,deleted text end new text begin ;

(2) deleted text begin thatdeleted text end was manufactured after 1935deleted text begin ,deleted text end new text begin ;new text end and
(3) deleted text begin thatdeleted text end is owned and operated solely as a collector's vehicledeleted text begin , shall list the vehicle for

(5) in the case of a vehicle described in paragraph (a), clause (1), item (ii), that the vehicle

Sec. 5.
Minnesota Statutes 2024, section 168.10, subdivision 1h, is amended to read:
Subd. 1h.
Collector military vehicle.
(a) A motor vehicle, including a truck, deleted text begin shalldeleted text end new text begin mustnew text end
be listed and registered under this section if it meets the following conditions:
(1) it is at least 20 years old;
(2) its first owner following its manufacture was a branch of the armed forces of the
United States and it presently conforms to the vehicle specifications required during the
time of military ownership, or it has been restored and presently conforms to the
specifications required by a branch of the armed forces for the model year that the restored
vehicle could have been owned by that branch of the armed forces; and
(3) it is owned by a nonprofit organization and operated solely as a collector's vehicle.
For purposes of this subdivision, "nonprofit organization" means a corporation, society,
association, foundation, or institution organized and operated exclusively for historical or
educational purposes, no part of the net earnings of which inures to the benefit of a private
individual.
(b) The owner of the vehicle deleted text begin shalldeleted text end new text begin mustnew text end execute an affidavit statingnew text begin :new text end the name and address
of the deleted text begin person from whom purchaseddeleted text end new text begin sellernew text end and of the new owner; the make, year, and model
number of the motor vehicle; the manufacturer's identification number; and the collector
military vehicle identification number, if any, located on the exterior of the vehicle. The
affidavit must affirm that the vehicle is owned by a nonprofit organization and is operated
deleted text begin solely as a collector's item and not for general transportation purposesdeleted text end new text begin as provided in
subdivision 5new text end .
new text begin (c)new text end If the commissioner is satisfied that the affidavit is true and correct and the owner
pays a $25 tax and the plate fee deleted text begin authorizeddeleted text end new text begin specifiednew text end under section 168.12, the commissioner
deleted text begin shall listdeleted text end new text begin must registernew text end the vehicle deleted text begin for taxation and registrationdeleted text end and deleted text begin shalldeleted text end issue deleted text begin numberdeleted text end new text begin licensenew text end
plates. The deleted text begin numberdeleted text end plates deleted text begin shalldeleted text end new text begin mustnew text end bear the inscriptions "Collector" and "Minnesota" and
the registration number, but no date. The deleted text begin numberdeleted text end plates are valid without renewal as long
as the vehicle is in existence in Minnesota. The commissioner may revokenew text begin issuance ofnew text end the
plates for failure to comply with this subdivision.
deleted text begin (c)deleted text end new text begin (d)new text end Notwithstanding section 168.09, 168.12, or other law to the contrary, the owner
of a registered collector military vehicle is not required to display registration plates on the
exterior of the vehicle if the vehicle has an exterior number identification that conforms to
the identifying system for military vehicles in effect when the vehicle was last owned by
the branch of the armed forces of the United States or in effect in the year to which the
collector military vehicle has been restored. However, the state registration plates must be
carried in or on the collector military vehicle at all times.

registration plates under paragraph deleted text begin (c)deleted text end new text begin (d)new text end may tow a registered trailer behind it. The trailer
is not required to display registration plates if the trailer:
(1) does not exceed a gross weight of 15,000 pounds;
(2) otherwise conforms to registration, licensing, and safety laws and specifications;
(3) conforms to military specifications for appearance and identification;
(4) is intended to represent and does represent a military trailer; and
(5) carries registration plates on or in the trailer or the collector military vehicle towing
the trailer.

was also manufactured and sold as a comparable civilian vehicle, and (2) has the same size
dimensions and vehicle weight as the comparable civilian vehicle. A decommissioned
military vehicle under this paragraph is eligible for a motor vehicle title under chapter 168A
and is subject to the same registration, insurance, equipment, and operating requirements
as a motor vehicle.

Sec. 6.

A person may operate a vehicle registered in the collector
class under subdivision 1a, 1b, 1c, 1d, or 1h, or under section 168.105, solely as a collector's
item and not for general transportation purposes. Operation as a collector's item includes:
(1) transportation for a collector vehicle club activity, exhibition, tour, parade, or similar
use; and (2) operation on Saturday and Sunday from sunrise to sunset.

taxed and registered by the vehicle owner submitting an affidavit to the commissioner
