A bill for an act
relating to state government; allowing meetings by interactive technology for
certain meetings; naming a state board created by the Minnesota Constitution;
amending Minnesota Statutes 2024, sections 9.021; 11A.03; 94.341.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2024, section 9.021, is amended to read:
9.021 MEETINGS.

the executive secretary at the request of three or more members.

(b) Notwithstanding sections 13D.01 and 13D.015, the Executive Council may conduct
meetings by interactive technology to expedite its work or address a security threat. The
Executive Council must ensure that all members participating in the meeting, regardless of
the physical location, are able to hear one another and hear all discussion and testimony.
The Executive Council must also broadcast the meeting live for public viewing.

Sec. 2.
Minnesota Statutes 2024, section 11A.03, is amended to read:
11A.03 STATE BOARD; MEMBERSHIP; ORGANIZATION.
new text begin (a) new text end Pursuant to article XI, section 8, of the Constitution of the state of Minnesota, the
state board shall be composed of the governor, state auditor, secretary of state, and attorney
general. The governor shall serve as ex officio chair of the state board.

(b) Notwithstanding sections 13D.01 and 13D.015, the state board may conduct meetings

Sec. 3.
Minnesota Statutes 2024, section 94.341, is amended to read:
94.341 MINNESOTA LAND EXCHANGE BOARD.
new text begin (a) new text end The board created by the Constitution of the state of Minnesota, article XI, section
10, consisting of the governor, the attorney general, and the state auditor, shall be known
as the Minnesota Land Exchange Board. The term "board" as used in sections 94.341 to
94.347 refers to such board. The governor shall be chair of the board. The state auditor shall
be secretary of the board and keep a record of its proceedings. Approvals of land exchanges
and other official acts of the board may be evidenced by the certificate of the state auditor
as secretary, under official seal of the auditor. When a land exchange has been approved
by the board it shall be presumed that all other pertinent requirements of the law have been
complied with, and no exchange shall be invalidated by reason of any defect or omission
in respect of any such other requirement.
