A bill for an act
relating to health; commissioning a feasibility study on a senior portal platform;
requiring a report.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The commissioner of health must conduct a feasibility study on creating a state-run
web platform for seniors that would allow seniors to communicate and coordinate with
health care providers, insurers, state agencies, and other service providers. The platform
must allow users to schedule appointments, communicate directly with providers and
insurers, and access different systems using a single sign-on. The platform must be opt-in
for providers and be funded through fees issued to participating providers.

(b) In conducting the feasibility study, the commissioner of health must consult with:

(1) the chief information officer;
new text end
new text begin
(2) information technology experts;
new text end
new text begin
(3) the Minnesota Board on Aging;
new text end
new text begin
(4) the attorney general;
new text end
new text begin
(5) private health insurance providers;
new text end
new text begin
(6) the commissioner of human services;
new text end
new text begin
(7) health care providers;
new text end
new text begin
(8) aging services providers;
new text end
new text begin
(9) advocates for seniors; and
new text end
new text begin
(10) members of the public who are at least 50 years old.

(c) The feasibility study must determine what capabilities the platform requires, the cost
to create the platform, and the costs and fees required to maintain the platform.

(d) The commissioner of health must present the results of the feasibility study to the
chairs and ranking minority members of the legislative committees with jurisdiction over
health care and seniors no later than February 1, 2026.
