A bill for an act
relating to public safety; appropriating money for a regional emergency disaster
services center in the city of Roseville.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin EMERGENCY DISASTER SERVICES CENTER; APPROPRIATION.

new text begin (a) $4,729,000 in fiscal year 2026 is appropriated from the general fund to the
commissioner of public safety for a grant to a nonprofit organization under section 501(c)(3)
of the Internal Revenue Code located in the city of Roseville, to acquire property for, and
to predesign, design, construct, renovate, furnish, and equip a regional emergency disaster
services center in Ramsey County.

new text begin (b) The new emergency disaster services center must allow for the strategic stockpiling
of reserve assets and supplies, multiagency emergency operators response, statewide and
multistate training opportunities, and any other needs associated with responding to a mass
casualty disaster, natural disasters, pandemics, man-made disasters, or other temporary
emergency uses, as determined by the state director of the Division of Homeland Security
and Emergency Management and the commissioner of public safety.

that at least 67 percent of the total project costs are committed to the project from nonstate
sources.

to Minnesota Statutes, section 16A.642.
