A bill for an act
proposing an amendment to the Minnesota Constitution, article IV, by adding a
section; prohibiting any law that conditions the waiving of free speech rights.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, a section shall be added to article IV, to read:

No law shall condition any government contract, employment, or benefit on
waiving free speech rights, including those of political boycotts.

The proposed amendment must be submitted to the people at the 2026 general election.
If ratified, the amendment is effective January 1, 2027. The question submitted must be:

"Shall the Minnesota Constitution be amended to provide that no law shall condition
any government contract, employment, or benefit on waiving free speech rights, including
those of political boycotts?
