A bill for an act
relating to capital investment; appropriating money for a grant to Restoration for
All.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $4,900,000 in fiscal year 2026 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to Restoration for All (REFA), a
501(c)(3) nonprofit organization, in partnership with Equitable Development Action (EDA)
to acquire property for and to predesign, design, construct, furnish, renovate, and equip a
multipurpose services building to enhance culturally relevant mental health and suicide
prevention services to serve Minnesota's African immigrant refugee communities and address
the comprehensive wellness needs of various populations, including the elderly and
underrepresented students in higher education. The space would also be used to support
providers of assisted living services and services under Minnesota Statutes, chapter 245D,
in maintaining compliance and delivering high-quality care. This is a onetime appropriation
and is available until the project is completed or abandoned, subject to Minnesota Statutes,
section 16A.642.
