A bill for an act
relating to workforce development; appropriating money for workforce innovation
and job placement programs for individuals in recovery.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; WORKFORCE INNOVATION AND JOB
PLACEMENT PROGRAMS FOR INDIVIDUALS IN RECOVERY.

new text begin $1,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to Generation Hope. Grant proceeds
must be used for workforce innovation and job placement programs aimed at supporting
individuals in recovery through:

new text begin (1) workforce training tailored to high-demand industries and emerging sectors;
new text end

new text begin (2) record expungement assistance to eliminate barriers to employment;
new text end

new text begin (3) workforce coaching to provide personalized career guidance, mentorship, and job
placement services; and
new text end

new text begin (4) innovative strategies to connect participants to sustainable, long-term employment
opportunities, including partnerships with local employers and community organizations.
