A bill for an act
relating to education finance; establishing general education disparity aid;
appropriating money; proposing coding for new law in Minnesota Statutes, chapter
126C.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.

[126C.127] GENERAL EDUCATION DISPARITY AID.

(a) A school district's general education disparity aid allowance equals 0.37 times the
greater of:

new text begin
(1) zero; or
new text end
new text begin
(2) the difference between:
new text end
new text begin
(i) the amount of adjusted general education revenue per adjusted pupil unit for the
district at or immediately below the 20th percentile of districts; and

(ii) the amount of adjusted general education revenue per adjusted pupil unit for the
district.

(b) For fiscal year 2026 and later, a district's general education disparity aid equals its
general education disparity aid allowance times the adjusted pupil units.

(c) For the purposes of this section, "adjusted general education revenue" includes the
district's general education revenue under section 126C.10, subdivision 1, and referendum
revenue under section 126C.17, subdivision 4.

This section is effective for revenue in fiscal year 2026 and later.
