A bill for an act
relating to capital investment; appropriating money for capital improvements to
the Jackson Area Recreation Center in the city of Jackson; authorizing the sale
and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,695,000 is appropriated from the bond proceeds fund
to the commissioner of employment and economic development for one or more grants to
Independent School District No. 2895, Jackson County Central; the city of Jackson, or both,
to design, construct, renovate, furnish, and equip improvements of a capital nature to the
Jackson Area Recreation Center in the city of Jackson. This appropriation includes money
for major projects to preserve or replace mechanical, electrical, and HVAC systems;
accessibility improvements compliant with the Americans with Disabilities Act; remodeling
of interior spaces, including the sauna, spa, and aquatic amenity areas, and associated
changing areas and bathrooms; and site renovations to support ongoing operations.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $3,695,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
