A bill for an act
relating to capital investment; appropriating money for a food bank facility in the
city of Duluth.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; SECOND HARVEST NORTHLAND FOOD BANK.

new text begin $……. in fiscal year 2026 is appropriated from the general fund to the commissioner of
employment and economic development for a grant to Second Harvest Northland Food
Bank to construct and renovate an expansion of a facility in the city of Duluth to serve as
a food bank. This appropriation also includes money to purchase and install a new cooler
and freezer system in the facility. This appropriation is available when the commissioner
of management and budget determines that $……. of nonstate funds have been committed
to complete the project. This appropriation is onetime and is available until the project is
completed or abandoned, subject to Minnesota Statutes, section 16A.642.
