A bill for an act
 relating to economic development; appropriating money to African Economic
Development Solutions.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin AFRICAN ECONOMIC DEVELOPMENT SOLUTIONS;
APPROPRIATION.

new text begin $2,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to African Economic Development
Solutions. Of this amount: (1) $1,000,000 is for a loan fund that will address pervasive
economic inequities by supporting business ventures of entrepreneurs in the African
immigrant community; and (2) $1,000,000 is to provide business technical assistance to
entrepreneurs in the African immigrant community. This is a onetime appropriation and is
available until June 30, 2028.
