A bill for an act
relating to drivers' licenses; requiring the Department of Public Safety to offer
road skills examinations for class D drivers' licenses in cities with populations
greater than 70,000; appropriating money; amending Minnesota Statutes 2024,
section 171.13, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2024, section 171.13, is amended by adding a subdivision
to read:

new text begin Notwithstanding existing locations
where the department offers road skills examinations and the requirements under subdivision
1, paragraph (c), the commissioner must maintain and operate a road skills examination
station in each city that has a population greater than 70,000 people as determined by the
Minnesota State Demographic Center.

new text begin This section is effective August 1, 2025, and applies to
examination stations opened on or after that date.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $....... is appropriated from the driver and vehicle services operating account in the special
revenue fund for the development and establishment of new road skills examination stations
in the cities under the requirements of Minnesota Statutes, section 171.13, subdivision 8a.
Funds appropriated under this section may not be used for existing road skills examination
stations and must be used for:

new text begin (1) research, purchase, and development of suitable locations for road skills examinations
in the cities of Blaine, Bloomington, Brooklyn Park, Lakeville, Maple Grove, and Woodbury;
and

new text begin (2) operating costs to support testing at new driver's license examination stations operated
under the requirements of Minnesota Statutes, section 171.13, subdivision 8a.
