A bill for an act
relating to transportation; limiting use of the westbound E-ZPass lane on Interstate
Highway 394; instituting public notification requirements.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin I-394 HIGH-OCCUPANCY VEHICLE LANE HOURS; SPECIAL
EVENTS; PUBLIC NOTIFICATION.

new text begin (a) Except under the conditions specified in paragraph (b), the commissioner must
maintain the reversible high-occupancy vehicle lane on marked Interstate Highway 394 in
the eastbound direction.

new text begin (b) The commissioner may open the reversible high-occupancy vehicle lane in the
westbound direction at designated times if:
new text end

new text begin (1) a planned major event is to occur in the metropolitan area that impacts vehicular
traffic patterns;
new text end

new text begin (2) the commissioner provides to the public at least 48 hours' notice of the reversible
high-occupancy vehicle lane's hours and direction; and

new text begin (3) the commissioner restores the reversible high-occupancy vehicle lane to its eastbound
direction as soon as practicable.

new text begin (c) For purposes of this section, "major event" includes arts and cultural events, sporting
events, entertainment events, and any significant attraction that may impact vehicular traffic
patterns.
