A bill for an act
relating to mental health; appropriating money for the development of culturally
specific mental health services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CULTURALLY SPECIFIC MENTAL HEALTH
SERVICES.

new text begin $4,300,000 in fiscal year 2026 is appropriated from the general fund to the commissioner
of human services for a grant to Phumulani Minnesota African Women Against Violence.
Grant money must be used for program development, facility establishment and maintenance,
workforce development, economic empowerment programs, and advocacy and policy
engagement. Grant activities may include creating culturally specific holistic mental health
programs, training culturally competent mental health professionals from African immigrant
communities, and developing partnerships with financial institutions to provide culturally
specific financial literacy training. This is a onetime appropriation and is available until
June 30, 2027.
