A bill for an act
relating to capital investment; appropriating money for new law enforcement and
government facilities in Lake of the Woods County; authorizing the sale and
issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

GOVERNMENT FACILITIES.

new text begin Appropriation. new text end

new text begin $6,000,000 is appropriated from the bond proceeds fund
to the commissioner of public safety for one or more grants to Lake of the Woods County
to design, engineer, construct, furnish, and equip new law enforcement and government
facilities to improve public safety, accessibility, delivery of public services, and energy
efficiency. This appropriation includes money for expanded mental health and emergency
operations facilities; and accessibility, energy efficiency, safety, and security improvements
at the facilities. Improvements and betterments of a capital nature funded by this appropriation
are exempt from the requirements under Minnesota Statutes, section 16B.325.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $6,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
