A bill for an act
relating to state government; requiring a report on vacant state office space.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of administration must report by February 15, 2026, to the chairs and
ranking minority members of the legislative committees with primary jurisdiction over the
budget of the Department of Administration, cataloging office space owned or leased by
the state. The report should describe how much of the owned and leased office space is
substantially vacant. The report must detail whether and how the vacant space can be
converted into housing and how much revenue can be returned to the state through rental
or sale of the repurposed property. The commissioner is authorized to obtain estimates on
the cost of converting vacant state office space to housing and to contract for a study on
real estate market conditions to provide a basis for the evaluation of the revenue that could
be returned to the state through rental or sale of the repurposed property.
