A bill for an act
relating to transportation; prohibiting the commissioner of public safety from
determining insurance requirements for towing vehicles; proposing coding for
new law in Minnesota Statutes, chapter 168B.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

[168B.041] INSURANCE REQUIREMENTS FOR TOWING VEHICLES.

(a) For purposes of this section, "on-hook towing insurance" means liability insurance
for a vehicle or other conveyance while attached or connected to a tow truck.

(b) The commissioner of public safety or the Minnesota State Patrol must not adopt any
rule, regulation, order, or procedure that requires a towing service to carry a set amount of
on-hook towing insurance for towed vehicles valued at less than $400,000.

This section is effective retroactively from August 1, 2023, and
applies to orders issued on or after that date.
