A bill for an act
relating to liquor; authorizing the city of Hastings to issue a certain on-sale license
notwithstanding the terms of a lease between the city and the state of Minnesota.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Notwithstanding any law, ordinance, charter provision, or term of any lease between
the city of Hastings and the state of Minnesota to the contrary, the city of Hastings may
issue an on-sale intoxicating liquor license as provided under Minnesota Statutes, section
340A.404, subdivision 1, paragraph (d), for sales of wine and malt liquor on the premises
of a ballpark occupying land that is leased by the city from the state of Minnesota. A license
issued under this section authorizes the license holder to make the sales allowed under
Minnesota Statutes, section 340A.404, subdivision 1, paragraph (d), at all times provided
by law for the on-sale of intoxicating liquor in the city. The state of Minnesota must not
enforce any term of lease number I-6390, or any similar lease agreement between the city
and the state restricting the use of state-owned property by the city, that is inconsistent with
the authority granted to the city and the city's on-sale licensee under this section.
