A bill for an act
relating to capital investment; appropriating money for the Chanhassen Bluffs
Sports Complex; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin (a) $22,000,000 is appropriated from the bond proceeds
fund to the commissioner of employment and economic development for a grant to the city
of Chanhassen to design, construct, furnish, and equip a regional recreation, community,
and event center, to include two sheets of indoor ice, a walking track, indoor turf, indoor
playground, gathering space, meeting rooms, and other amenities. This appropriation includes
money for the acquisition of real property or interests in real property.

new text begin (b) The city must implement a fee schedule for free or reduced rates of admission to and
use of the facility funded under this section for residents of the city of Chanhassen.

new text begin (c) The facility funded under this section must be designed to include rainwater recapture
and solar energy infrastructure, in conformance with or in addition to any design requirements
for the facility necessary to comply with the sustainable building guidelines under Minnesota
Statutes, section 16B.325.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $22,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
