A bill for an act
relating to children; appropriating money for improvements to the Social Services
Information System.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; SOCIAL SERVICES INFORMATION SYSTEM.

new text begin $40,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner
of children, youth, and families for information technology improvements to the Social
Services Information System (SSIS). Money appropriated under this section must be used
to develop and implement a modernization plan or replacement for SSIS. Improvements
must be developed through collaborative planning with counties and Tribal Nations that
use SSIS and must have a direct impact on child welfare casework. The appropriation must
not be used for changes to SSIS that are not part of the modernization plan or for other
Department of Human Services or Department of Children, Youth, and Families information
technology systems. This is a onetime appropriation.
