A bill for an act
relating to housing; appropriating money for a grant to Isuroon for rental assistance
and eviction prevention services; transferring money; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $2,000,000 in fiscal year 2026 is transferred from the general fund to the housing
development fund. This is a onetime transfer.

new text begin Appropriation; rental assistance and eviction prevention. new text end

new text begin $2,000,000
in fiscal year 2026 is appropriated from the housing development fund to the commissioner
of the Housing Finance Agency for a grant to Isuroon, a 501(c)(3) nonprofit organization,
to provide rental assistance and eviction prevention services that are culturally responsive
and targeted toward the needs of immigrant and refugee families.

new text begin The grant money must be used to provide:

new text begin (1) direct rent payments to landlords for Minnesota tenants with overdue rent;
new text end

new text begin (2) eviction prevention, mediation, and navigation services; and
new text end

new text begin (3) culturally responsive outreach and case management services.

new text begin Reporting requirements. new text end

new text begin By December 15 each year until 2027, Isuroon must
submit a report to the chairs and ranking minority members of the legislative committees
with jurisdiction over housing finance and policy. The report must include:

new text begin (1) the number of families served;
new text end

new text begin (2) the total amount of rent assistance distributed; and
new text end

new text begin (3) the outcomes of eviction prevention efforts.
