A bill for an act
relating to transportation; making certain technical changes related to the motorcycle
safety account; amending Minnesota Statutes 2024, sections 168.1282, subdivision
1; 171.06, subdivision 2a; 171.335, subdivision 3, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2024, section 168.1282, subdivision 1, is amended to read:


Subdivision 1.

Issuance of plates.

The commissioner must issue "Start Seeing
Motorcycles" special license plates or a single motorcycle plate to an applicant who:

(1) is a registered owner of a passenger automobile, noncommercial one-ton pickup
truck, motorcycle, or recreational vehicle;

(2) pays a fee in the amount specified for special plates under section 168.12, subdivision
5, for each set of plates;

(3) pays the registration tax as required under section 168.013, along with any other fees
required by this chapter;

(4) contributes a minimum of $10 annually to the motorcycle safety accountdeleted text begin , createddeleted text end
under section deleted text begin 171.06, subdivision 2adeleted text end new text begin 171.335, subdivision 4new text end ; and

(5) complies with this chapter and rules governing registration of motor vehicles and
licensing of drivers.

Sec. 2.

Minnesota Statutes 2024, section 171.06, subdivision 2a, is amended to read:


Subd. 2a.

Motorcycle endorsement fee.

(a) In addition to the appropriate fee under
subdivision 2, the fee for a motorcycle endorsement on a driver's license is:

(1) $26.50 for an initial endorsement or a duplicate license obtained for the purpose of
adding the endorsement; and

(2) $17 for each license renewal with the endorsement.

(b) The additional fee must be deleted text begin paid into the state treasury and crediteddeleted text end new text begin depositednew text end as
follows:

(1) $19 of the additional fee under paragraph (a), clause (1), and $11 of the additional
fee under paragraph (a), clause (2), deleted text begin todeleted text end new text begin innew text end the motorcycle safety accountdeleted text begin , which is hereby
created in the special revenue fund

(c) All application forms prepared by the commissioner for motorcycle endorsements
must clearly state the amount of the total fee that is dedicated to the motorcycle safety
account.

Sec. 3.

Minnesota Statutes 2024, section 171.335, subdivision 3, is amended to read:


Subd. 3.

Appropriation.

under section 171.06, subdivision 2a, are annually

the commissioner of public safety to carry out the purposes of subdivisions 1 and 2.

(b) Of the money appropriated under paragraph (a)new text begin , the commissioner must not expendnew text end :

(1) deleted text begin notdeleted text end more than five percent deleted text begin shall be expendeddeleted text end to defray the administrative costs of
carrying out the purposes of subdivisions 1 and 2; and

(2) deleted text begin notdeleted text end more than 65 percent deleted text begin shall be expendeddeleted text end for the combined purpose of training
and coordinating the activities of motorcycle safety instructors and making reimbursements
to schools and other approved organizations.

Sec. 4.

Minnesota Statutes 2024, section 171.335, is amended by adding a subdivision to
read:

new text begin A motorcycle safety account is established in the
special revenue fund. The account consists of money deposited under sections 168.1282,
subdivision 1, and 171.06, subdivision 2a, and as provided by law, and any other money
donated, allotted, transferred, or otherwise provided to the account.
