A bill for an act
relating to education; directing the commissioner of education to amend the state's
accountability plan.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin NORTH STAR PLAN CALCULATIONS.

new text begin The commissioner of education must amend the state's accountability plan, North Star,
adopted under the federal Every Student Succeeds Act. The commissioner must not require
a school district to report a score on the Minnesota Comprehensive Assessments for a student
that opts out of the assessment. A student that opts out of the assessment must not be included
in any of the student groups used to calculate a district's or school's achievement rates.
