A bill for an act
relating to housing; appropriating money for a grant to Community Action
Partnership of Hennepin County (CAP-HC) to increase affordable housing in the
Black community.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; COMMUNITY ACTION PARTNERSHIP OF
HENNEPIN COUNTY.

new text begin $45,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of the Minnesota Housing Finance Agency for a grant to Community Action Partnership
of Hennepin County (CAP-HC) to provide affordable housing opportunities and thereby
reduce poverty and homelessness within the Black community. Of this amount, CAP-HC
must use:

new text begin (1) $15,000,000 to build 75 houses to close the homeownership gap;

new text begin (2) $10,000,000 to provide forgivable loans for down payment assistance to create
housing stabilization;

new text begin (3) $5,000,000 to provide homeowner assistance for housing improvements, including
but not limited to mechanicals, HVAC, EV charging stations, and plumbing systems;

new text begin (4) $5,000,000 for emergency rental assistance to provide transitional rental housing;
and

new text begin (5) $10,000,000 for rent stabilization.
