A bill for an act
relating to early childhood; appropriating money for a grant program for family,
friend, and neighbor caregivers.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; GRANTS FOR FAMILY, FRIEND, AND NEIGHBOR
CAREGIVERS.

new text begin $5,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of human services for grants to community-based organizations working with family, friend,
and neighbor caregivers to promote healthy development, social-emotional learning, early
literacy, and school readiness. In awarding grants under this section, the commissioner shall
prioritize community-based organizations working with family, friend, and neighbor
caregivers who serve children from low-income families, families of color, Tribal
communities, or families with limited English language proficiency.
