relating to capital investment; making technical amendments to descriptions of
appropriations of bond proceeds; amending Laws 2020, Fifth Special Session
chapter 3, article 1, sections 16, subdivisions 7, 36; 20, subdivision 5; 22,
subdivisions 18, 19, 23, 33.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Laws 2020, Fifth Special Session chapter 3, article 1, section 16, subdivision
7, is amended to read:


Subd. 7.

Golden Valley; Douglas Drive and
Highway 55

6,500,000

From the bond proceeds account in the state
transportation fund as provided in Minnesota
Statutes, section 174.50, for a grant to the city

Oronoco; Regional Wastewater System
Infrastructure Grant

(a) Of this amount, $1,350,000 is for a grant
to the city of Oronoco to acquire land and
easements, design, and engineer a wastewater
collection, conveyance, and treatment system
and associated water distribution
improvements to serve the city of Oronoco
and the region including the Oronoco Estates
Manufactured Home Community. Any amount
remaining after completion of design,
engineering, and acquisition may be applied
to the purposes described in deleted text begin subdivision 2deleted text end new text begin
paragraph (b)

(b) Of this amount, $22,677,000 is for a grant
to the city of Oronoco to construct and provide
construction-related engineering for a
wastewater collection, conveyance, and
treatment system and associated water

Sec. 8. new text begin APPLICATION DEPOSIT FOR AN ALLOCATION OF HOUSING BONDS.

new text begin Notwithstanding Minnesota Statutes, sections 474A.061, subdivision 7, paragraph (b),
and 474A.21, issuers that return amounts of bonding authority allocated from the housing
pool between January 1, 2020, and the last Monday in June 2020, may elect to have the
department retain 100 percent of the application deposit made for the initial application and
credit it toward an application deposit for a future application for the same project received
by the department not later than the last Monday in June 2021. In the event no application
is made by the last Monday in June 2021, the department shall transfer the applicable amount
on deposit as directed in Minnesota Statutes, section 474A.21.
