A bill for an act
relating to liquor; authorizing off-sale of malt liquor by certain size brewers during
the COVID-19 peacetime emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LIMITED TIME LICENSE TO MAKE OFF-SALE OF MALT LIQUOR
AUTHORIZED.

new text begin (a) Notwithstanding Minnesota Statutes, section 340A.28, subdivision 2, a municipality
may issue an off-sale license under Minnesota Statutes, section 340A.28, to a brewer
otherwise eligible under that section that brews more than 20,000 barrels of its own brands
of malt liquor annually.

new text begin (b) A license issued under paragraph (a) terminates when the COVID-19 peacetime
emergency declared in Executive Order 20-01, and extended by orders through and including
Executive Order 20-97, or any subsequent order, expires, or is terminated or rescinded.
