A bill for an act
relating to natural resources; requiring biomass-based sealants on certain bikeways
and parking lots; amending Minnesota Statutes 2018, section 84.027, by adding a
subdivision; proposing coding for new law in Minnesota Statutes, chapter 174.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2018, section 84.027, is amended by adding a subdivision
to read:

The commissioner must, wherever it is cost-effective,
use biomass-based sealants on bikeways, bicycle trails, and parking lots. In selecting between
two or more biomass-based sealants, the commissioner must select the sealant that is least
environmentally harmful. For purposes of this section, the definitions in section 169.011,
subdivisions 8 and 9, apply.

The commissioner of transportation must, wherever it is cost-effective, use biomass-based
sealants on bikeways, bicycle trails, and parking lots. In selecting between two or more
biomass-based sealants, the commissioner must select the sealant that is least environmentally
harmful. For purposes of this section, the definitions in section 169.011, subdivisions 8 and
9, apply.
