A bill for an act
relating to natural resources; appropriating money from clean water fund for
conservation grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CONSERVATION GRANTS.

new text begin $10,000,000 in fiscal year 2018 and $10,000,000 in fiscal year 2019 are appropriated
from the clean water fund to the Board of Water and Soil Resources for grants to soil and
water conservation districts to address soil and water conservation measures that will reduce
water pollution from rural lands. The eligible conservation measures must address local
needs as determined by farmer-led water councils appointed by the soil and water
conservation district. The farmer-led water councils must develop a specific work plan for
projects that will reduce water pollution, including development of goals, benchmarks,
accountability, and reporting mechanisms.
