1.1A bill for an act 1.2relating to human services; creating a legislative task force on child care; 1.3requiring a report to the legislature and the governor. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin LEGISLATIVE TASK FORCE ON ACCESS TO AFFORDABLE new text end 1.6new text begin CHILD CARE.new text end 1.7    new text begin Subdivision 1.new text end new text begin Creation.new text end new text begin A legislative task force on child care is created to review new text end 1.8new text begin the loss of child care providers in the state, assess affordability issues for providers and new text end 1.9new text begin parents, and identify areas that need to be addressed by the legislature.new text end 1.10    new text begin Subd. 2.new text end new text begin Membership; chair.new text end new text begin (a) Task force members shall include:new text end 1.11new text begin (1) four members from the house of representatives: two members appointed by new text end 1.12new text begin July 1, 2016, by the speaker of the house and two members appointed by the house new text end 1.13new text begin minority leader; andnew text end 1.14new text begin (2) four members from the senate: two members appointed by July 1, 2016, by the new text end 1.15new text begin senate majority leader and two members appointed by the senate minority leader.new text end 1.16new text begin (b) The speaker and the majority leader shall each appoint a chair from the new text end 1.17new text begin membership of the task force. The chair shall rotate after each meeting. The person new text end 1.18new text begin appointed as chair by the senate majority leader shall convene the first meeting of the new text end 1.19new text begin task force by September 1, 2016.new text end 1.20    new text begin Subd. 3.new text end new text begin Duties.new text end new text begin (a) The task force may:new text end 1.21new text begin (1) evaluate factors that contribute to child care costs for providers and families;new text end 1.22new text begin (2) assess the child care provider shortage in greater Minnesota;new text end 1.23new text begin (3) evaluate access to culturally appropriate child care;new text end 2.1new text begin (4) review the current preservice and in-service training requirements for family new text end 2.2new text begin child care providers and child care center staff. This review shall include training required new text end 2.3new text begin for licensure, including staff credentialing for child care center staff positions and the ways new text end 2.4new text begin in which this training aligns with Minnesota's Career Lattice and Minnesota's Knowledge new text end 2.5new text begin and Competency Framework for Early Childhood and School-Aged Care Practitioners;new text end 2.6new text begin (5) review the availability of training that is in place to meet the training needs of new text end 2.7new text begin providers, including the content of this training, cost, and delivery methods;new text end 2.8new text begin (6) consider creation of a board of child care to be responsible for all matters related new text end 2.9new text begin to licensing of child care providers, both in-home and center-based programs, and to new text end 2.10new text begin employ an advocate for child care providers;new text end 2.11new text begin (7) review the process of issuing and resolving correction orders issued to child new text end 2.12new text begin care providers;new text end 2.13new text begin (8) consider uniform training requirements for county employees and their new text end 2.14new text begin supervisors who perform duties related to licensing;new text end 2.15new text begin (9) review progress being made by the commissioner of human services to streamline new text end 2.16new text begin paperwork and reduce redundancies for child care providers; new text end 2.17new text begin (10) review the time it takes for the department to provide Child Care Assistance new text end 2.18new text begin Program reimbursement to providers; andnew text end 2.19new text begin (11) consider options for conducting exit interviews with providers who leave the new text end 2.20new text begin child care field or choose not to be relicensed.new text end 2.21new text begin (b) Task force members may receive input from the commissioner of human new text end 2.22new text begin services, the commissioner of employment and economic development, providers, and new text end 2.23new text begin stakeholders to review all action items.new text end 2.24    new text begin Subd. 4.new text end new text begin Recommendations and report.new text end new text begin The task force, in cooperation with new text end 2.25new text begin the commissioner of human services, shall issue a report to the legislative committees new text end 2.26new text begin with jurisdiction over child care issues and the governor by January 15, 2017. The new text end 2.27new text begin report must contain summary information obtained during the task force meetings and new text end 2.28new text begin recommendations for additional legislative changes and procedures affecting access to new text end 2.29new text begin affordable child care.new text end 2.30new text begin EFFECTIVE DATE.new text end new text begin This section is effective the day following final enactment new text end 2.31new text begin and sunsets on January 15, 2017.new text end
