Relating to transportation

ARTICLE 1 - TRANSPORTATION APPROPRIATIONS

Providing a summary of appropriations by fund; appropriating money to the department of transportation (DOT) for multimodal systems including aeronautics, transit, passenger rail and freight, state roads for operations and maintenance, program planning and delivery, state road construction, highway debt service and statewide radio communications, for local roads including county state-aid roads, pedestrian, bike and safe routes to school, and municipal state aid roads, for agency management for
agency services, tort claims, and buildings, for certain transfers, specifying the state use of previous state roads construction appropriations and contingent appropriations;
appropriating money to the metropolitan council for transit purposes; appropriating money to the public safety department for administration and related services, to the
office of communications and for public safety support, administration and related services, the state patrol for patrolling highways, commercial vehicle enforcement and capitol security, driver and vehicle services, traffic safety and pipeline safety

ARTICLE 2 - BONDING

Appropriating money to the commissioner of DOT for the corridors of commerce program and for the construction, reconstruction, and improvement of trunk highways, including design-build contracts and use of consultants, and to the commissioner of management and budget (MMB) for bond sale expenses, and providing authority to issue revenue bonds

ARTICLE 3 - MOTOR FUELS GROSS RECEIPTS TAX

Imposing a motor fuels gross receipts tax on the first licensed distributor receiving motor fuel for use in motor vehicles, specifying exemptions; making conforming amendments

ARTICLE 4 - METROPOLITAN AREA TRANSIT SALES AND USE TAX

Modifying the metropolitan area transit sales and use tax; defining certain terms; establishing certain rates and specifying duties of the metropolitan council relating to administration, collection and enforcement, uses and consistency with transportation policy plan requirements, and priorities; authorizing the sale and issuance of revenue bonds; requiring an annual regional transit system development and financial plan report; repealing a light rail transit construction and operation operating costs provision

ARTICLE 5 - TRANSPORTATION POLICY AND FINANCE

Requiring the crediting of department software sale fund proceeds to the trunk highway fund; modifying eminent domain appraisal requirements and regulating the use of minimum damage acquisition reports at commissioners meetings; modifying proceeds from state property appropriation requirements; modifying reimbursements requirements for relocation of utility facilities; requiring road authority inventory of traffic signal timing optimization for municipal bonding purposes; modifying the vehicle registration tax on hearses and certain passenger automobile vehicles; imposing a reinstatement motor carrier fuel license fee for a revoked international fuel tax agreement license; imposing additional penalties for repeat use of wireless communications device offenses; providing for transfer of trunk highway funds for snow and ice control expenditures; requiring railroad companies annual assessments for grade crossing safety improvement account; modifying fees for escort services provided by the state patrol as determined by the commissioner of public safety; modifying certain users of air transportation services charge requirements; modifying hangar construction account local contribution rate requirements for airports and navigation expenditures; extending availability of the program planning and delivery trunk highway fund appropriation; creating a cost participation policy for cooperative construction projects and maintenance responsibilities between the department and local units of government; repealing a certain interagency fee agreement in the capitol complex
