4E Relating to the operation of state government

ARTICLE 1 - STATE GOVERNMENT APPROPRIATIONS

Appropriating money to the legislature and the legislative coordinating commission (LCC), constitutional officers, campaign finance and public disclosure board, investment board, office of administrative hearings, office of MN.IT services, department of administration, capitol area architectural and planning board (CAAPB), Minnesota management and budget (MMB), department of revenue, gambling control board, racing commission, state lottery, amateur sports commission, councils on black Minnesotans, Asian-Pacific Minnesotans, and affairs of Chicano/Latino people, Indian affairs council, Minnesota historical society, board of the arts, Minnesota humanities center, board of architecture, engineering, land surveying, landscape architecture, geoscience, and interior design, board of cosmetologist examiners, board of barber examiners, general contingent accounts, tort claims, Minnesota state retirement system (MSRS), public employees retirement association (PERA), teachers retirement association (TRA), St. Paul teachers retirement fund, department of military affairs and the department of veterans affairs; cancelling certain appropriations

ARTICLE 2 - STATE GOVERNMENT OPERATIONS

Requiring the legislative coordinating commission (LCC) to provide support staff
for the legislative commission on data practices; requiring the legislative auditor to evaluate state economic development incentive programs; specifying the selection of general incentives for review and evaluation schedule, exclusive incentive schedule, and certain evaluation plans; modifying state auditor county audits provisions; long distance telephone use and payment provisions modification; revising certain ethnic councils; creating the Minnesota council on Latino affairs, Minnesota African heritage council, and the council on Asian-Pacific Minnesotans as part of the legislative branch; specifying membership requirements and duties of the legislative coordinating commission (LCC); report requirement; changing the due date for a department of management and budget (MMB) legislative budget reserve report and changing the legislative recipients for
the report; reimbursing state agencies for the costs of providing reasonable accommodation; requiring a report; appropriating money to the commissioner of administration and requiring procedure development and education; specifying certain grant management provisions not apply to certain general obligation grants and certain capital project grants to political subdivisions; modifying guaranteed energy-savings program lease purchase agreements and guaranteed energy-savings agreements; modifying certain provisions related to state procurement from small businesses and veteran-owned small business; requiring commissioner of administration certification of veteran-owned small businesses for program participation; allowing local government bodies to implement programs providing veteran-owned small businesses bidding preference; establishing and providing for the Healthy Eating, Here at Home program to
provide incentives for low-income people to use supplemental nutrition assistance program (SNAP) benefits; appropriating money to the commissioner of human services (DHS); providing expedited and temporary health licensing for licensed optometrist,
nutritionist, marriage and family therapy counselor, professional counselor (LPC), a professional clinical counselor (LPCC), alcohol and drug counselor (LADC), podiatrist, and barber for former and current members of the military; relating to the board of cosmetologist examiners; modifying certain provisions relating to policy, definitions, and hiring and assignment of employees; making changes to licensing provisions; modifying the fee schedule for fees and penalties; modifying certain continuing education requirements; provisions relating to practitioners, salon licensing requirements, and
postsecondary licensed cosmetology schools requirements; specifying rulemaking
authority; changing the expiration date for the Mississippi River Parkway Commission; clarifying certain provisions relating to administrative hearings be paid for from appropriations to the office of administrative hearings; relating to the secretary of state; modifying the fee requirement for liens and notices under the Uniform Federal Lien Registration Act; modifying certain foreign corporations certificate of authority reinstatement requirements; modifying annual benefit report requirements under the Minnesota Public Benefit Corporation Act; and modifying the procedure for online and written inquiries for farm products financing statements and lien notices; modifying accountancy examination definitions, standards, and penalties; authorizing additional rulemaking; lawful gambling monthly regulatory fee and distributor license fees modification; gambling equipment fees increase; excluding eminent domain power from railroad powers over certain governmental property interests owned by Hennepin county; clarifying a previous appropriation to MN.IT services; modifying certain financing provisions for the legislative parking garage; specifying capitol room numbers; requiring the commissioner of administration evaluate and provide recommendations relating to an in-lieu of rent payment structure for capitol space and in other buildings on the capitol grounds; authorizing the board of cosmetologist examiners to make and adopt certain rules; eliminating the political contribution income tax credit; specifying certain state agency technology projects be provided by MN.IT services; requiring the legislative auditor to report on the efficiency of the examinations conducted by the state auditor; requiring the chief officer of MN.IT to report to the legislature by a certain date on reduction in the number of chief information officers ICIOs) in state agencies; providing for ethnic councils transition provisions; specifying revisor instructions; repealing the council on affairs of Chicano/Latino people, council on Black Minnesotans, and the council on Asian-Pacific Minnesotans, the assessment and road districts appointment in unorganized territories and the definition of licensed practice relating to cosmetology

ARTICLE 3 - MILITARY AND VETERANS AFFAIRS

Specifying additional uses for the Support Our Troops Fund, requiring a report; modifying certain provisions relating to death gratuity payments for families of military forces members; providing for a military reclassification bonus program for eligible members of the Minnesota national guard; making technical changes to the veterans trust; allowing appointed trustees to remove trustees of the trust at any time and without cause; designating the Honor and Remember Flag as an official symbol of the state's commitment to military service members who have lost their lives in service to our country; describing the design of the flag; encouraging display of the flag on certain holidays and days in certain public locations; establishing the flag as an exception to the gift ban repealing the board of governors of Big Island veterans camp and powers and duties; modifying cost of care calculations for veterans homes; providing for annual personal needs allowance adjustments

ARTICLE 4 - PARI-MUTUEL HORSE RACING

Modifying horse racing regulations and making certain policy and technical changes; defining certain terms; modifying and clarifying powers and duties of the Minnesota racing commission; modifying certain provisions relating to occupation licenses, license fees, pari-mutuel betting purses and simulcasting, card club revenue, payments to state, stewards powers and duties, fines, and rulemaking authority; expanding certain licensing process exceptions; specifying revisor's instructions; repealing the definitions of average daily handle and full racing card
