4E Relating to data practices; classifying all technology maintained by a law enforcement agency used to electronically capture an audio, video, photographic or other record of the activities of the general public as public data; classifying automated license plate reader data as private data on individuals, exceptions; requiring destruction of data; providing for sharing among law enforcement agencies; requiring law enforcement agency public log of use; requiring a biennial audit; requiring authorization to access data; requiring notification to the bureau of criminal apprehension (BCA); requiring a statewide automated license plate reader policy and requiring the chief law enforcement officer of every state and local law enforcement agency to establish and enforce a written policy governing automated license plate readers
