ARTICLE 1 - GENERAL EDUCATION
Modifying certain provisions relating to early childhood special education services reciprocity agreements, pupil accounting, career and technical revenue eligibility, extended support revenue use and program name change, operating capital levy equalizing factors, calculation of transportation sparsity revenue, building allocation of compensatory revenue, intermediate districts formations for Carver, Scott, and Le Sueur counties, joint school board membership, bylaws, status, and powers and duties, agreements, district contributions, disbursements and contracts, non-postsecondary programs licensed direction, other school districts membership and powers, intermediate district compensatory revenue, Hendricks school district reciprocity agreement exemption, school district levy adjustments, and independent school district #761, Owatanna, referendum revenue authorization; making conforming changes; providing a summary of appropriations
ARTICLE 2 - EDUCATION EXCELLENCE
Developing and expanding concurrent enrollment courses and providing expansion grants; citing the "Student Support Services Personnel Act"; modifying certain provisions relating to teacher preparation program data, alternative teacher professional pay system qualifying plans and requirements, and basic alternative teacher compensation aid alternative compensation revenue formula development; providing research based professional development for licensed principals and other school leaders; providing grants for certain teacher-powered schools; expanding concurrent enrollment participation; providing for full-service community schools; integrating service-learning into Minnesota's education system and establishing an evidence-based service-learning grant program; establishing an American Indian education aid program and eliminating the equalization cap for Bureau of Indian Education schools; clarifying teacher development and evaluation revenue qualification; requiring a working group on concurrent enrollment courses; requiring a statewide swimming resources examination and development report; making conforming changes; providing a summary of appropriations
ARTICLE 3 - STANDARDS AND ASSESSMENTS
Expanding physical education academic standards; requiring ACT administration to nonpublic pupils, limitations; specifying notification requirements for commissioner ordered suspension of assessments; modifying school performance reports; requiring assessment recommendations reporting; allowing for assessment results due to assessment system disruptions; requiring reallocation of payment reductions, and requiring assessment system contractor performance report; making conforming changes; providing a summary of appropriations
ARTICLE 4 - CHARTER SCHOOLS
Allowing certain charter schools with a certain percentage of enrolled students having a primary disability of deaf or hard-of-hearing to also enroll prekindergarten students with a disability; requiring charter schools enrolling prekindergarten deaf and hard-of-hearing children to comply with interagency early childhood intervention system requirements; making conforming changes; providing a summary of appropriations
ARTICLE 5 - SPECIAL EDUCATION
Modifying certain charter school special education provisions relating to special education revenue, aid, special instruction for children with a disability, nonresident tuitions rate and other costs, eligible charter school final aid payments acceleration, and alternative attendance programs; making conforming changes; providing a summary of appropriations
ARTICLE 6 - FACILITIES AND TECHNOLOGY
Modifying the definition of eligible debt service revenue; eliminating health and safety revenue programs, clarifying health and safety capital projects; establishing long-term facilities maintenance revenue, requiring district plans, authorizing bonds, levy, equalization revenue and aid, and allowed uses, specifying restrictions, requiring a reserve account; reserving a certain amount from the school endowment fund for school technology and telecommunications; requiring the research of existing programs to determine best practices for schools and districts implementing 1:1 device programs; providing for an orderly transition in the FAIR School Crystal and FAIR School downtown; providing for an information technology certification partnership; cancelling the previous biennium appropriation for the IT certifications partnership; making conforming changes; providing a summary of appropriations
ARTICLE 7 - NUTRITION AND ACCOUNTING
Increasing the reimbursement for each fully paid breakfast and requiring schools to make breakfast available without charge for students in first grade; authorizing independent school district #91, Barnum, to transfer money between certain community service accounts; specifying certain fund transfer requests approval requirements; making conforming changes; providing a summary of appropriations
ARTICLE 8 - LIBRARIES
Increasing certain total basic system support aid distributed as base aid; decreasing certain total basic system support aid distributed on the basis of adjusted net tax capacity per capita; modifying and conforming application procedures and use of regional library telecommunications aid; clarifying the awarding of funds; making conforming changes; providing a summary of appropriations
ARTICLE 9 - EARLY CHILDHOOD EDUCATION
Modifying certain school readiness program provisions relating to program requirements, services for new or existing providers, program fees, eligibility, waiting lists, and aid entitlement; requiring a study and report of early childhood effectiveness on third grade literacy; making conforming changes; providing a summary of appropriations
ARTICLE 10 - PREVENTION
Expanding reporting requirements for early childhood developmental screening program vision screenings; authorizing early education services for certain students from adjoining states; increasing funding for community education youth after-school enrichment revenue; establishing an after-school community learning grant program; requiring a comprehensive vision examination report; making conforming changes; providing a summary of appropriations
ARTICLE 11 - SELF-SUFFICIENCY AND LIFELONG LEARNING
Providing a summary of appropriations for adult basic education aid and payment of a percentage of the costs of certain GED tests
