"Minnesota New Markets Job Act"; providing capital for business growth in economically distressed areas; defining certain terms; establishing tax credit opportunity; providing for transferability and the certification of qualified investments; specifying certain instances when tax credits and penalties are disallowed; providing for a refundable performance fee and the preapproval of investments under certain conditions; specifying certain prohibited uses of proceeds
