Modifying the timeline on issuing certain environmental permits

ARTICLE 2 - RULEMAKING REFORM

Modifying certain rulemaking provisions including objections to proposed rules and legislative notice provisions and certain rulemaking limitation provisions

ARTICLE 3 - TAX PROVISIONS

"Minnesota New Markets Job Act"; providing capital for business growth in economically distressed areas; defining certain terms; establishing tax credit opportunity; providing for transferability and the certification of qualified investments; specifying certain instances when tax credits and penalties are disallowed; providing for a refundable performance fee and the preapproval of investments under certain conditions; specifying certain prohibited uses of proceeds

ARTICLE 4 - WORKFORCE HOUSING

Establishing a workforce housing grant program; providing for additions to taxable income; providing a tax credit for contributions to land trusts; promoting the creation of land trusts; appropriating money

ARTICLE 5 - STEM AND LONG-TERM CARE EMPLOYMENT INCENTIVE
