felony; requiring the secretary of state to develop a single publication of
information to be made available electronically to the state court administrator
for distribution and on the web; modifying the voter bill of rights and voter
registration provisions to include certain persons with felony convictions but
not incarcerated; requiring correctional facilities right to vote restoration
notice; repealing provisions relating to investigations and prosecutions
