5E Relating to elections

ARTICLE 1 - ELECTION ADMINISTRATION

Modifying various election administration provisions related to school board membership;
providing an option for filling school board member vacancies; requiring political party petitions to have signatures collected in the same year as petition filing; requiring the secretary of state to prepare county auditor voter lists monthly; modifying military and overseas voting for military personnel and persons with indefinite residence outside the United States; modifying election judge qualifications by prohibiting election judge service when domiciled with a candidate making technical and clarifying changes; modifying ballot board duties in regard to absentee ballots; modifying trainee election judge and ballot requirements; modifying authorization and procedure for mail balloting and election day activities; requiring election certificate legislative delivery; authorizing statutory and home rule charter cities to set candidate filing fees by ordinance; removing the requirement for hospital questions to be on a separate ballot; establishing the elections emergency planning task force and prescribing membership and duties; repealing independent school district boards appointments to fill vacancies, election precinct boundaries to follow physical features, folding ballots, secretary of state
