ARTICLE 1 - APPROPRIATIONS
Appropriating money and authorizing the issuance of bonds for the university of Minnesota (U of M), the Minnesota state colleges and universities (MnSCU), the department of education for library construction grants, the Minnesota state academies, the Perpich center for the arts education, the department of natural resources, the pollution control agency, the department of agriculture, the board of water and soil resources, the Minnesota zoological garden, the department of administration, the Minnesota amateur sports commission, the department of military affairs, the department of public safety, the department of transportation, the metropolitan council, the department of human services, the department of veterans affairs, the department of corrections, the department of employment and economic development, the public facilities authority, the Minnesota housing finance agency, and the Minnesota historical society for various capital projects throughout the state
ARTICLE 2 - MISCELLANEOUS
Establishing a program for the issuance of state appropriation bonds; appropriating money to the public facilities authority (PFA) and authorizing the issuance of appropriation bonds for a grant to the Lewis and Clark joint powers board to complete the Lewis and Clark regional water system project in Minnesota; establishing a public highway-rail grade crossing quiet zone program for the purpose of improving and rehabilitating railroad rights-of-way and other public and private facilities, including necessary safety-related capital improvements and public highway-rail grade crossing where quiet zones are established; authorizing the issuance of additional housing infrastructure bonds; modifying certain previous appropriations to Southwest Minnesota state university, Marshall for a science lab renovation, to the department of veterans affairs for certain buildings, to the city of Bagley for library construction grants, to the city of Cottage Grove for the health and emergency response occupations (HERO) center, to the Minnesota sex offender program - St. Peter for building renovation and construction, to the city of Lake Elmo for water supply purposes, to the city of Red Wing for river renaissance, to the city of St. Paul for historic palace theater renovation and for the expansion and renovation of the Minnesota children's museum; authorizing the sale of the Minneapolis community and technical college aviation training center; providing for the conveyance of certain state land to Hennepin county; providing for the conveyance of the FAIR school in downtown Minneapolis to the west metro education program; authorizing the commissioner of natural resources to appropriate money received for state capital expenditures made at McQuade harbor
