Relating to local and state government

ARTICLE 1 - METROPOLITAN COUNCIL

Abolishing the metropolitan council; transferring certain powers and responsibilities to the commissioner of administration and natural resources; modifying metropolitan area comprehensive municipal plans and official controls; making conforming amendments to certain statutory provisions; providing for payment of bonds and other debt obligations; repealing certain metropolitan council provisions and statutory rules

ARTICLE 2 - PUBLIC SAFETY RADIO COMMUNICATION

Modifying and making conforming amendments to debt services costs and reserves for bonds issued by the metropolitan council; specifying certain duties of local government governing bodies; requiring payment and retirement of outstanding bonds and other debt and requiring administration by metropolitan county auditors; repealing certain provisions relating to revenue bonds and obligations

ARTICLE 3 - FISCAL DISPARITIES

Modifying and conforming certain metropolitan revenue distribution provisions; repealing the definition of council and the net tax capacity livable communities fund

ARTICLE 4 - METROPOLITAN LAND USE PLANNING

Repealing metropolitan land use planning provisions

ARTICLE 5 - METROPOLITAN AIRPORTS COMMISSION

Eliminating the metropolitan council oversight of metropolitan airports commission; transferring certain duties to the commissioner of administration; modifying metropolitan airports commission membership composition requirements and specifying certain redistricting duties of the legislature; repealing council review requirements for all Minneapolis-St. Paul international airport capital projects

ARTICLE 6 - METROPOLITAN AGRICULTURAL PRESERVES

Transferring certain metropolitan agricultural preserves land planning duties to the commissioner of administration; repealing the definitions of long-term agricultural land and metropolitan area

ARTICLE 7 - PARKS AND OPEN SPACE

Transferring certain powers and authority to the metropolitan parks and open space commission; specifying and transferring certain regional recreation open space system policy plan duties to the commissioner of administration; making conforming amendments to certain statutory provisions; providing for asset allocation transfers, tax equivalent payments by implementing agency, and repeal of the definition of the metropolitan parks and open space commission

ARTICLE 8 - TRANSPORTATION

Transferring transportation functions and transit-related financing, coordination, and
operation to the department of transportation; making conforming changes; establishing a metropolitan area transit board; providing transfer provisions and requiring report to the legislature; appropriating money; repealing certain transportation related provisions

ARTICLE 9 - WATER AND SOLID WASTE MANAGEMENT

Creating metropolitan area sanitary sewer district; specifying certain powers, duties and membership requirements; providing for total watershed management, sewer service function, sewage collection and disposal powers, violation of wastewater law, remedies, and penalties, allocation of costs, 1972 water pollution control act use charge shares, payments to metropolitan district, construction contracts subject to uniform municipal bid law, debt obligations, depositories, waste water control operations money, accounts and investments, property exempt from taxation, district tax levies, and relating to existing laws; severability clause; modifying, conforming, and repealing certain water and solid waste management statutory provisions

ARTICLE 10 - METROPOLITAN SPORTS FACILITIES AUTHORITY

Specifying metropolitan sports facilities authority legislative report requirements
relating to necessary conforming changes; repealing a certain technical bill requirement

ARTICLE 11 - CONFORMING AMENDMENTS

Requiring the revisor of statutes to prepare legislation making conforming changes

ARTICLE 12 - APPLICATION

Providing for application to the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington
