ARTICLE 1 - DEPARTMENT OF ETHNIC AFFAIRS

Creating and providing for the department of ethnic affairs; establishing and providing for commissions to select executive directors for the department of ethnic affairs; transferring responsibilities, funds, personnel, and property of the councils on Affairs of Chicano-Latino People, Black Minnesotans, and Asian-Pacific Minnesotans to the department of ethnic affairs; specifying first appointments; repealing the councils on Affairs of Chicano/Latino People, Black Minnesotans, and Asian-Pacific Minnesotans

ARTICLE 2 - OMBUDSPERSONS

Providing for one ombudsperson each for the Black Minnesotans, Latino-Hispanic Minnesotans, and Asian-Pacific Minnesotans communities; providing for staff; specifying duties and powers; identifying matters appropriate for review; authorizing ombudspersons to receive complaints and to make agency recommendations; providing a civil liability exemption; appropriating money to the department of ethnic affairs and requiring the department to obtain a title IV-E reimbursement; providing a transfer of authority of responsibilities, funds, personnel, and property from the ombudspersons for Chicano-Latino people, Black Minnesotans, and Asian-Pacific Minnesotans to the department of ethnic affairs; repealing the office of ombudsperson and relevant provisions

ARTICLE 3 - OMBUDSPERSON FOR AMERICAN INDIAN FAMILIES

Requiring the governor to select an ombudsperson for American Indian families; providing for staff; specifying duties and powers; identifying matters appropriate for review; authorizing the ombudsperson to receive complaints and to make agency recommendations; providing a civil liability exemption; appropriating money to the Indian Affairs council and requiring the commissioner to obtain federal title IV-E financial participation
