Relating to public safety; applying license plate impoundment to all DWI offenders and making certain changes to the plate impoundment law; providing that DWI offenders are not required to take a specified examination as a condition of driver's license reinstatement; providing that certain participants in the DWI ignition interlock program do not have to obtain a limited driver's license as a condition of participating; allowing DWI offenders to pay their driver's license reinstatement fees and surcharges in installments; specifying which DWI ignition interlock program participants must present a noncancelable insurance certificate as a prerequisite to participating in the program
