"Fair Scheduling Act"; requiring employers to provide new employees with an annual written statement describing the terms and conditions of employment; requiring employers to give employees written individual work schedules before the first day of that work schedule and requiring employee contact to change the schedule prior to the date of change; specifying certain prohibitions; allowing flexible working arrangements; requiring predictability pay and allowing exceptions; specifying employee right to rest; prohibiting discrimination based on hours of work; requiring access to additional hours of work; prohibiting employer retaliation; allowing individual remedies
