Appropriating money to the department of agriculture for protection services, agricultural marketing and development, bioenergy and value-added agriculture, administration and financial assistance; appropriating money to the board of animal health and the agricultural utilization research institute
ARTICLE 2 - AGRICULTURE POLICY
Creating retail food establishment fees; modifying certain definitions, pest control license provisions, commercial applicator license provisions, certain specialty fertilizer, soil amendment and plant amendment application and inspection fees, certain provisions relating to plant protection and export certification provisions and nursery law provisions; modifying Minnesota seed law provisions, fees for licensing food handlers, commercial canneries assessments, inspection provisions for grade A milk; modifying certain provisions relating to the rural finance authority; establishing the farm opportunity loan program; modifying certain report provisions relating to farming by business organizations; transferring certain account balances; repealing the shared savings loan program, certain license fees and penalties, and the sunset for the agriculture growth, research and innovation program
ARTICLE 3 - ENVIRONMENT AND NATURAL RESOURCES APPROPRIATIONS
Appropriating money to the pollution control agency (PCA) for clean water and air, land cleanup and for environmental assistance and cross-media; appropriating money to the department of natural resources for land and mineral resources management, ecological and water resources, forest management, parks and trails management, fish and wildlife management, certain enforcement provisions and operations support; appropriating money to the board of water and soil resources (BWSR) for natural resource block grant to local government, soil and water general purposes, certain cost-share programs, enforcement and oversight of the wetland conservation act, local drainage, floodplain, and water management purposes; appropriating money to the metropolitan council for regional parks and trails operation and maintenance purposes; appropriating money to Conservation Corps Minnesota and the zoological board
ARTICLE 4 - ENVIRONMENT AND NATURAL RESOURCES STATUTORY CHANGES
Modifying certain environmental protection data relating to the pollution control agency (PCA) and official rulemaking record provisions; establishing a natural resources conservation easement stewardship account; modifying certain provisions relating to the duties of the pollution control agency (PCA); defining certain terms and modifying certain definitions relating to the pollution control agency (PCA); modifying provisions relating to the identification and applicability of certain chemicals; establishing reporting requirement on certain chemicals in children's products; establishing certain chemical reporting fees, enforcement and implementation provisions; providing for certain transfers; repealing the forests for the future conservation easement account
ARTICLE 5 - PARKS AND TRAILS FUND APPROPRIATIONS
Appropriating money to the parks and trails fund for parks and trail purposes; appropriating money to the department of natural resources (DNR) for parks, recreation areas and trails; appropriating money to the metropolitan council for distribution to implementing agencies for certain projects
ARTICLE 6 - CLEAN WATER FUND
Appropriating money to the department of agriculture for groundwater pesticide monitoring, clean water funds administration through implementation of the agriculture best management practices loan program, reduction of agricultural contributions to impaired waters, a research inventory database containing water related research activities, implementation of the Minnesota agricultural water quality certification program statewide, irrigation water quality specialist funding and evaluation of opportunities and develop markets for crops that are beneficial for water quality and soil health; appropriating money to the public facilities authority for point source implementation grant and community wastewater treatment grants and loans; appropriating money to the pollution control agency (PCA) for water surface quality assessments, watershed restoration and protection strategies, groundwater assessment, lower St. Louis river and Duluth harbor water quality improvement, clean water partnership program, storm water research and guidance, TMDL research and database development, county-level delivery systems for subsurface sewage treatment systems (SSTS), wastewater treatment system designs and practices development, and clean water council support; appropriating money to the department of natural resources (DNR) for stream flow monitoring, index of biological integrity assessments, monitoring mercury and other contaminants in fish, water supply planning, aquifer protection and monitoring activities, assistance with implementation of nonpoint source restoration and protection activities, certain applied research and tools relating to measuring water quality, county geologic atlases development and vegetation infrared imagery technology; appropriating money to the board of water and soil resources (BWSR) for water management grants to local government units, surface and drinking water grants, local resource protection and enhancement grants and statewide program enhancements, state oversight of local government accountability and program implementation, riparian buffer preservation, permanent conservation easements on wellhead protection areas, certain community partner grants to local governments, restoration evaluations, technical assistance grants for the conservation drainage program; appropriating money to the department of health for certain provisions relating to drinking water, private wells, recreational beach monitoring, groundwater virus monitoring and water reuse practices; appropriating money to the metropolitan council for water supply reliability purposes; modifying certain previous department of natural resources groundwater management appropriations
